Short Description To advise management on technical and plant operations and provide related specialist support to the operations team in the areas of plant commissioning and start up, production rump up, equipment integrity, engineering as well as quality assurance to enable QSTec achieve its production schedule, capacity and overall business objectives.
Detailed Description

Major Duties/Responsibilities:

§  Advice on the appropriate technical approaches and related implications of strategic and operational decisions implemented at the plant to ensure achievement of set objectives.

§  Review and advise on the vendor and QSTec internal implementation plans including scheduling of commissioning and start up activities, production rump up schedules, product quality and quantities to attain full operations mode/capacity.

§  Study and advise on plant and equipment integrity and adopted technology in comparison with leading polysilicon technology and manufacturing practices.

§  Maintain contact with technical service providers and vendors to negotiate and define the scope of work and expected service standards/levels.

§  Participate in defining plant resource requirements including materials, equipment and manpower and associated costs to ensure they meet specifications and delivered at the right time and cost.

§  Evaluate all plant operation process and advise management on new, efficient and cost-effective ways of operating the polysilicon plant to help achieve rump up plan and capacity.

§  Review the plant start up and rump up schedules, track progress against actuals and recommend appropriate interventions to ensure achievement of the plan - time and budget.

§  Identify risks associated with the plant operations, and recommend mitigation plans for management review and implementation.

§  Conduct feasibility studies and review technical proposals relating to plant improvements, process integration and any expansion including production capacity, down-stream business.

§  Mentor and guide operations and technical staff to ensure that they appropriately carry out their responsibilities and to the required standards.

§  Maintain up-to-date knowledge of relevant technical, operations and quality trends in polysilicon industry and associated regulations, market and customer trends to enable provision of necessary advice and ensure QSTec attains a competitive position in the industry.



Work Experience: 

Minimum 15 years of experience in technical and operations fields, 5 of which must have been at Senior Management or Advisory Level, in polysilicon plant operations or technical areas.


Education Requirement: 

Bachelor of Engineering in relevant discipline. Possession of an MBA or post graduate qualifications in Operations Management is a definite advantage

§  Thorough knowledge of polysilicon production technologies and processes similar to those adopted in QSTec.

§  Strong leadership skills with ability to work with and motivate teams to achieve high performance targets.

§  Ability to advise and make recommendations and take decisions as may be needed.

§  Excellent organizing and planning skills.

§  Excellent interpersonal and negotiation skills.

§  Strong communication and presentation skills.


Training courses in polysilicon technologies, project management, plant start up and commissioning, plant/equipment integrity, quality management and risk management.
