Short Description Direct and execute all contracts and tendering related activities as assigned in terms of negotiating, drafting, developing and finalizing contracts with external parties in accordance with QSTec’s business objectives.the company’s business objectives through the negotiation and selection of appropriately qualified contractors at the optimum price and required quality.
Detailed Description
Major Responsibilities/Duties:
  • Recommend and implement policies and procedures for the Contracts Section and ensure consistency with business objectives and industry best practices.

  • Provide input to preparation of departmental budget to ensure all programs and activities are appropriately planned and resources allocated for execution.

  • Develop and implement tender planning/scheduling to ensure critical path tender and award milestone activities are achieved.

  • Lead tender evaluation (Priced Evaluation), award and contract formulation activities (as assigned) by attending negotiations and ensure compliance with QSTec policies and procedures to safeguard business interests.

  • Review contract agreements, correspondences, claims and other contract reports and provide comments and/or opinion as required.

  • Provide professional advice on tendering strategies, tender development, contract management and risk/ claim mitigation in assigned contract area.

  • Recommend new and innovative Contracts Engineering, tendering and contracting methods to reduce costs, risk and administrative processes.

  • Develop and recommend specific Terms and Conditions and Insurances for special/customized Contracts of operations and other groups.

  • Ensure proposed Tender requests from user departments, incorporate any contracting synergies, where possible to effectively manage contracting costs and realize cost savings for QSTec.

  • Provide advice and guidance to end users on scope of work, tender strategy, requisition processing and approval and on Post-Award Activities.

  • Prepare documentations and terms relating to sub-contract work; negotiate as required, and monitor sub-contractors to ensure compliance with all standard terms and conditions.

  • Liaise and coordinate with internal and external parties on assigned contracts including government departments and QSTec departments and ensure appropriate response to concerned parties.

  • Direct and control contracts staff to ensure that they are well motivated and trained and that they carry out their responsibilities to the required standards.

  • Prepare periodic reports regarding the contracts and tendering activities and achievements for discussion with Supply Manager.

Work Experience:
  • 8 + years’ experience in Contracts and Tendering field, 3 years of which should be in a supervisory level with a major international Contractor or in handling international contracts.

  • Bachelor's degree in Business, Engineering, Law or any related field. Professional qualifications in Supply Chain such as CIPS will be necessary.

Skills, Capabilities and Languages:
  • In-depth knowledge of administrative and/or operations services.

  • Knowledge of international standard legal forms of contract, business law and contract management.

  • Knowledge of leading industry best practices in contracts and procurement

  • Strong interpersonal skills and ability to work with multi-cultural and management teams.

  • Exposure to Quality Management concepts and principles under ISO 9000 Series or British / European standards.

  • Fluency in written and spoken English

  • Well-organized and excellent in planning and prioritizing

  • Computer literacy with high proficiency in MS Office and ERP modules.

  • Training courses in procurement processes, contracts management, negotiation, supervision, communication and other related courses.
