Short Description To manage the implementation and continual improvement of the site process safety through the Loss Prevention Program (LPP) to ensure that all QSTec safety procedures are being followed and that in compliance with relevant project LPP philosophies & design basis, codes of practice, and petrochemical industry engineering standards.
Detailed Description
Duties and Responsibilities
Review the plant facilities to ensure that modifications and new constructions comply with relevant standards and design parameters with regards to safety and fixed fire protection systems.
Review the criteria and technical designs provided by Engineering Departments to ensure alignment with the current standards, i.e. NFPA, API, etc.
Ensure that safety equipment and facilities are kept in the best working condition by developing and initiating preventive maintenance programs and associated procedures and setting up efficient records keeping systems for all equipment.
Control the issue and use of equipment to ensure that adequate stocks of safety and emergency equipment and protective clothing are available at all times. 
Continuously conduct risk assessments and review permits issued by operations personnel to ensure proper measures are taken prior to commencement of work and that all work area are safe for required work.
Take predetermined actions and render first aid interventions in emergencies such as accidents, fire and illness.
Assist in the development and supervision of plans covering major emergencies or disasters.
Promptly respond to any on-site emergency by taking the necessary course of actions.
Participate in incident control and investigations in the work areas and prepare regular reports on injuries sustained in assigned area, and statistical summaries of accidents to recommend appropriate actions accordingly.
Investigate as assigned incidents of environmental pollution based on QSTec safety practices and regulations to ensure that emergency facilities and equipment and the safety concerns are properly covered.
Assist in the development of computer aided quality control techniques and database  for recording and analyzing safety performance.
Schedule or conduct training programs in safety principles and practices as well as orientation programs aimed at promoting accident prevention among personnel.
Carry out inspection of work activities in assigned areas to continuously maintain and develop awareness programs based on special studies on safety matters; following up on safely training or recommending specialised training requirements for Plant and Safety personnel, and maintaining inspection or activity records and files as required.
Carry out other similar or related duties such as maintaining various data and information on a variety of safety issues and producing activity or ad hoc reports to keep management informed.
Work closely with Project Risk Coordinator and Construction SHE Supervisors to provide technical advice on Safety and Fire Prevention\protection matters.
Participate and represent HSE Department in the construction planning activities at the EPC contractor’s office to help align the construction plans with safety and operations needs and to coordinate construction schedules with Pre-Mechanical Completion Schedules.
Contribute to the identification of opportunities for continuous improvement of all systems, processes and practices.
Implement approved functional policies, processes, procedures and instructions to subordinates and monitor their adherence so that work is carried out in a controlled manner.
Eligibility Criteria:
- Bachelor degree in Engineering, Science or any related field
- Master’s degree in Chemical or Safety Engineering is preferable
Minimum Experience:
- 8 years experience in plant safety matters and loss prevention or similar fields including 3 years within a petrochemical or Oil & Gas industry environment.
